Field pattern: washer-dryer combo 'runs water during dry' or won't dry with the water off (condensing uses cold water by design)

Many condensing combos spray cold tap water to cool the drying air and pull moisture out, then pump it away. Water flow during dry is normal, and with the supply off the clothes will not dry. The wrong turn is replacing the inlet valve as 'leaking' or treating a combo with a shut-off water supply as a heater failure.
