In mild weather the house needs little heat, so an oversized single-stage heat pump satisfies the thermostat quickly. That is common, but very short runs (a few minutes on, a few off) hurt durability and comfort. Separate thermostat causes (cycle rate, differential, placement) from equipment safeties before blaming parts.
